In the northern Gillikin Country, a boy named Tip creates a pumpkin-headed man to scare his guardian, the sorceress Mombi. Instead, she uses her magical Powder of Life to bring the figure to life. Fearing her wrath, Tip steals the powder and escapes with his new friend, Jack Pumpkinhead, heading toward the Emerald City. Their journey becomes an adventure when they meet the Scarecrow, now ruler of the city, just as it is overthrown by General Jinjur's all-girl Army of Revolt. Forced to flee, the Scarecrow, Tip, Jack, and a newly animated Saw-Horse seek help from the Tin Woodman, Emperor of the Winkies. Along the way, they encounter a pompous Woggle-Bug, survive magical traps, and build a flying machine called the Gump to escape a siege. Their quest ultimately leads them to Glinda the Good, who reveals a shocking secret: the lost rightful ruler of Oz is hidden in plain sight.
